452 | The article analyzes the principle of organizing inclusive education, which is to ensure that the diversity of the needs of students with physical and mental disabilities corresponds to such educational environment. The justification of the principle of the need for special training in the field of special (correctional) pedagogy and psychological readiness is professionally and competently addressed in the problems of children with different educational needs, including those with limited health opportunities. When implementing the ideas of the professional and personal identity of the teacher, the following criteria are presented: in as much as in the phenomenological tradition the personality appears as a unique, existential entity, and identity expresses the self-referentiality of the person in the logic of the integral determination of the individual, the study is presented in the position of the person approach. Based on the analysis of the data of diagnostic studies, it was established that the participants of the project “Above the rainbow” are psychologically not ready for inclusion and need special comprehensive assistance from specialists (psychologist, methodologist). In this regard, they need understanding of themselves in a new role (personal identity), knowledge of the specifics of implementing approaches to individualization of the education of children with special educational needs; organization of psychological support system, joint analysis of professional experience, development of negative emotions, mastering self-identification techniques and their use in new conditions (under conditions of inclusion). Therefore, the task of specialists (methodologists, psychologists) is to help educators understand their hidden beliefs and values, to learn from them whether they are the beliefs and values that they would like to protect. For a program of inclusive education to be sustainable, at a certain point, these beliefs and values should be openly and clearly articulated. But the most important thing that teachers-participants of the project should learn is to work with children with different educational opportunities (capable children, children with HIA, children with disabilities) and take this diversity into account in their pedagogical approach to everyone. 453 | The article presents the results of the analysis of teachers’ participation in the discussion on topical problems of Russian education - the experience in the application of the Federal state educational standards of General education. Theoretical approaches to the concept of involvement are considered, the methodology of its study on the material of teachers’ statements in the process of monitoring the application of standards on the Internet portal “Public examination of normative documents in the field of education” is substantiated. The analysis of the materials showed the nature and degree of involvement of teachers depending on the level of education, the requirements of the relevant section of standards, and also identified resource aspects of involvement that teachers are ready to use in the discussion as indicators of activity and internal motivation. The main problems are called the following: methodical support of implementation of the standards; material and technical conditions for the implementation; taking into account of individuality; implementation of programs for remedial work; design and organization of educational activities. The greatest involvement of teachers was evident in the discussion of standards of General education. The discussion of the application problems has found intellectual, expressive, instrumental aspects of involvement. The expressive nature of involvement is more often recorded, that is, teachers share their experiences, emotionally describe difficulties. Comments to problems’ solutions they leave much less often and almost do not offer specific solutions, that indicate a weak expression of the instrumental component of involvement. 454 | Socio-economic development of Russia in the next decade is associated with labor market demand for skilled workers and mid-level professionals who have professional competence. The task of preparation of cadres is put before professional educational community in secondary vocational education. Modern Russian business in the production of clothing and articles of textile materials reveals a significant shortage of skilled workers and demonstrates the high level of interest in their preparation. Multilevel system of Russian professional education is in the process of modernization, so the development and establishment of the educational process is considered in terms of implementation and realization of the federal state educational standards of secondary vocational education based on the competence. Competence approach to the programs of vocational training of students in secondary vocational education allows to respond quickly to the emergence of new professions and qualifications in demand, introduce new educational modules concerning the development of modern service and design technologies, providing anticipatory vocational education. 455 | The absence of a modern, adequate, well-built pedagogical system does not allow us to form the necessary level of education in our society. The results of the conducted studies revealed the following: the family institute loses its value in the minds of people, childhood alcoholism and drug addiction are at a high level, “an easy and beautiful life” is a subject for imitation for many adolescents. In such a situation, it is necessary to seek a means that can stop a negative trend. The article suggests using sports as a means that can raise the level of upbringing and form the right values in people. The role of sport in the life of society is difficult to overestimate, it performs many functions that affect the state of society as a whole. But this influence is not built systematically, so the negative typos sport also leaves. In general, the process of education is spontaneous, therefore, as a result, we are less likely to graduate from children’s sports school with a high level of education. For the most effective impact of sports on people’s lives, it is necessary to methodically build the entire educational process, then as a result we will receive a larger number of people with a high level of upbringing. 456 | The analysis of the definitions of “form of education” in the pedagogical literature is carried out. The distinctive features of non-traditional forms of education in the university, including the conceptual basis, purpose of the lesson, its structure, training and activity of the teacher and students in the class are revealed. The definition of non-traditional form of education is given on the basis of the analysis of pedagogical and methodological literature and taking into account the requirements of the Federal State Educational Standard, including the distinctive features: the use of pedagogical technologies of teaching and their elements; the prevalence of the activity approach, in which the active and versatile, independent cognitive activity of the learner is dominant; practical-oriented training aimed at vocational training; interesting content of the lesson; a combination of different forms of presentation of educational information; organization of group work; absence of stereotype in the structure of the employment. Characteristics of laboratory studies on the discipline “School chemical experiment” in the pedagogical university are given. The choice of the use of gaming technology and crossens technology in systematization and generalization of students’ knowledge is grounded. The results of reflection to determine the attitude of students to the use of non-traditional forms of learning (game and crossens technology) are presented. The interest of students, their motivation for a deeper knowledge of the material being studied, the desire to develop communication skills in interaction systems student-student, student-teacher, readiness to apply the acquired knowledge and skills in occupations and in further professional activity is shown. 457 | The article deals with a topical question of modern literary studies – research, development and approbation of the active forms of mastering the fiction poetics. The article indicates the existing methods of the artistic creations in literature classes, describes the prospects of the educational quest and the main stages of realization of the quest as an educational technology. The article represents the quest based on the creative works by Vladimir Nabokov, the process and results of its testing on participants with different levels of knowledge (freshmen philologists and high school students). In understanding the methodological principles of working with space in the lessons of literature, we rely on the works of E. I. Korostileva, Yu. G. Pykhtina, S. V. Kashirina, A. K. Gaisina, Yu. G. Pykhina, O. I. Fedotov. When developing the quest, three methodological grounds were taken into account. 1. The use of analytical types of tasks. 2. Reliance on the literary tradition of the study of artistic space. 3. Literary analysis should precede the methodical development of the quest. Approbation showed that the process of passing the quest makes the participants deep into the creative world of the novel “Mashenka” by V. Nabokov and helps with structuring not only artistic creation but also the fiction poetics in general (plot logic, dynamics of the character development, etc.). The comprehension of the fictional structure and the author’s concept of work through the quest is achieved in a rather short period. 458 | The article deals with the problem of the methodological potential of using visual materials in the process of studying history by university students. Reasoning based on the author’s experience in teaching the history of the Middle Ages. Suggests a typology of visual materials, including “synchronous” historical sources (images, created during the study period or depicting monuments of a given period), “asynchronous” historical sources (visual materials, created within the framework of the studied historical epoch, but much later than the events or characters, depicted with their help), reconstruction (images, created for cognitive purposes and reproducing the features of historical reality in accordance with existing scientific knowledge) and “memorials” (monuments (and their images), dedicated to historical figures and events of the studied era, created outside it). The features of attracting these types of visual materials in the light of the goals and results of their use are revealed. The equivalence of the indicated types of visual materials in terms of the methodological effectiveness of their application is emphasized. The advantages of attracting visual materials are characterized, as well as the question is asked of the need for a methodical justification of its volume within a specific lesson. he article substantiated the special role of visual materials in work with students of historical faculties of pedagogical universities. 459 | The article considers the solving of one of the most urgent problems of Russian education modernization: the development of school students’ speech culture as the basis for their mastering of communication competencies. The paper highlights the importance of its solving for the growth of the human’s level of mental development and general culture. The article presents the authors view of the phenomena of communicative competency, speech culture, their interconnection and reciprocal influence. The author makes a point that the focused development of communicative competency and speech culture involves the selection of appropriate methods and aids of education, and that for communicative acts creation a set of algorithms can be used. He provides the analysis of the ways of the development of such phenomena at the general education school. Considers the special potentialities for the development of communicative competencies and speech culture in process of studying the Russian language and literature both in class and in extracurricular activities. The author offers an approach, according to which communicative competences and speech culture development is closely linked to the use of the latest technical devices and information and communication technologies in the open Internet space. These tools are divided into groups according to the complexity of their use: visualiza tion tools, lesson support tools, means of using computer programs in education, revising previously studied material, choosing a theme for creative work, monitoring knowledge, etc. The approach makes it possible to provide the efficient development of the students’ communicative competencies in conducting an interactive dialogue with the computer, other student and the teacher. 460 | The article presents an analysis of the process of professionalization and institutionalization of social work in Vietnam, and also describes the historical and current trends in the development of the national educational system in the context of the formation of a new profession – “social work”. The characteristic of the main trends that distinguish the development of vocational training in social work in Vietnam is given. The integration of Vietnam into the educational space of Asia has led to the intensification of international cooperation between domestic higher education institutions and foreign ones in the implementation of various types of educational activities, one of which is the training of social workers. An important area of effective cooperation is a comparative study of this experience, its focus on enriching pedagogical theory with innovative ideas and concepts, identifying opportunities for creative use of constructive ideas of foreign experience in the education of Vietnam. In recent years, Vietnam has increased attention to the study of various aspects of modernization of education. A positive development is the training of many lecturers and young scientists abroad. It is also commendable that some of them undergo training in the field of social work. The main substantive characteristics of vocational training in social work in Vietnam are described, which was considered as a complex socio-historical phenomenon, a systematic pedagogical process with a dialectic of formation and development in public life and educational activities, its own educational-theoretical and practical concepts, socialmotivational and pedagogical conditionality, as well as the corresponding structure: purpose, objectives, content, implementation technology, quality assessment, general sociopedagogical mechanisms of effective functioning. This is evidenced by the annual results of the unified state examination in mathematics of the profile level. Over the past decade, with the development of modern information technologies, numerous attempts have been made to improve the effectiveness of teaching geometry at school through the introduction of interactive environments that provide various visibility functions on lessons and in extracurricular math classes. Among the modern available digital programs that allow you to build and transform geometric objects interactively, the GeoGebra environment is in increasing demand among teachers and researchers. However, analyzing Russian-language printed and electronic publications, we can conclude that the issue of using GeoGebra in solving positional stereometric tasks is not fully disclosed. The article considers the features of solving positional tasks using the Geogebra 5.0 environment when teaching image methods to future mathematics teachers at a pedagogical institute and at geometry lessons in high school. The article focuses on the advantages of using GeoGebra in teaching the construction of spatial shapes and their sections in comparison with traditional training. The necessary tools of the Geogebra 5.0 environment are described in detail using the example of solving the task of constructing a polyhedron section by a plane in various ways. 462 | The article is devoted to the description of the system of continuous environmental education in the Kola North, taking into account the climatic and geographical features of the region. It reflects the experience of the Polar-Alpine Botanical Garden on the cultivation of ecological culture and the formation of ecological knowledge among different groups of the population (preschoolers, schoolchildren, students, etc.). In addition, a special place is occupied by the issues related to the development of educational programs for persons with disabilities and their testing in a botanical garden. Educational institutions of the polar regions face a whole range of problems and contradictions in the implementation of additional programs on environmental education and training, since the characteristics of the child’s emotional and personal sphere and the level of somatic health require an individual approach to learning and reducing the information load during the educational program. The formation of health-saving technologies based on interaction with the natural environment is today the optimal combination of a system of methods for solving educational and correctional tasks in the framework of cooperation of educational and social institutions with a botanical garden. Special work, based on the principles of environmental therapy, provides a multilateral development of the child’s personality, and also increases the effectiveness of corrective action. The Polar-Alpine Botanical Garden-Institute has unique resources: collections of plants of open and closed ground; herbarium specimens; insectarium; living corner (including a stable), which in turn determines the strategy and direction of the development of scientific and educational base, as well as the social role in the region. Botanical gardens are a specially organized ecological-educational environment, which has a huge educational potential in the field of biology and ecology; therefore, they must conduct active environmental education activities that appeal to the whole society. 464 | The paper under study views the issue of Theophan Zatvornik’s pedagogical heritage relevance in the context of modern education. The author tries to correlate the Saint’s pedagogical system basic criteria with aims and tasks of upbringing and education. Since there is no concentration on the secular and religious aspects of the educational process in the pedagogical views of Saint Theophan, his concept was of interest in the conditions of the 19th century pedagogy formation. Fixing the results of his experience implementation through written heritage allows to study the theoretical background and their implementation in practice in detail. The most important feature of Theophan Zatvornik’s pedagogy is the combination of scientific approach to the child’s personality, taking into account psychological and age component, with an integral system of Christian dogma, which provides the process of upbringing with reference points of spiritual and moral development in the context of high Evangelical morality. The lack of contradiction between science and religion in Saint Theophan views is the result of long-term interaction between the state and the Church, including the field of the younger generation education. As a result of the analysis of the emphasis of the educational process, placed by the Saint in the course of his theoretical and practical pedagogical activity, the author proves the possibility of reliance on this experience in the conditions of modernity. Overcoming the crisis of spirituality of modern man is possible only if the formation of the system of spiritual and moral education and its adoption at the level of modern school. Numerous case studies of Saint Theophan’s legacy confirm the interest of modern pedagogy in its conception, as well as the relevance of the key positions of its pedagogy in relation to the current state of society. As a result of the educational process accent analysis, placed by the Saint in the course of his theoretical and practical pedagogical activity, the author proves the possibility of reliance on this experience in the co nditions of modernity. 466 | The question of the professional preparation of the future mathematics teacher is current in modern conditions of the organization of school mathematical education. It allows him to implement a competence approach to solving the main problems of the school mathematics course. One of such problems is the organization of the educational material repetition. Future mathematics teachers should understand that not every repetition is productive and provides continuity links between different levels of learning. If the repetition is carried out in the same form as the study of the material, it becomes ineffective. Due to this fact, enriching repetition stands out among the various types of repetition. Studies show that future mathematics teachers should be ready for enriching repetition, which is that the material traversed is included in new connections, it is reconstructed and generalized. Тhe known signs of concepts and connections between concepts are subjects to revision. Future mathematics teachers’ psychological, didactic and subject knowledge about the problem needs to be integrated with the priority of using the psychological laws of personality development as the basis for organizing the learning process to prepare them for the organization of enriching repetition. In other words, it requires mastering the psycho-tactical approach to solving methodological problems. Future teachers must realize the need to organize enriching repetition, to understand what mathematical and psychological-pedagogical knowledge they need to be ready for the psychodynamic approach. Particular attention is paid to the consideration of the psychological patterns of the concepts and conditions formation that contribute to their formation. A key element of the methodological activity has been identified. It creates conditions for a competence approach to the organization of educational material enriching repetition - the development of various ways of information coding (verbal-symbolic, visual, subject-practical). Future teachers master text competence (by the example of the repetition of natural numbers) with the help of special integrated tasks, including the formulation of the problem, the psychological and pedagogical direction for learning activities, examples of solving the problem, an invitation to work. The result of this work is the creation of educational texts types and their examples that contribute to the development of encoding information methods on natural numbers and decimal fractions. 467 | We consider the problems of using gaming technology project activities with preschool children with mental deprivation. The features of the integration projects in a correctional children’s home for children with disabilities are studied. We describe the technology of joint activities of organization environmental ecological project activities as components of the environment rehabilitation for children with intellectual underdevelopment. The authors develop the idea of the child’s socialization with disabilities in the implementation of environmental projects. In the investigation the emotional, cognitive, motor, personal experience of orphan children of preschool age with the disabilities, actualized in the observation of living objects, productive activities on the ecological trail, and artistic and aesthetic creativity, theatrical game, communication, where the theme of respect for nature acted as a semantic background for formation of ecological culture, are studied. Technologies of design activity in the rehabilitation work, which consists of the stages of joint educational activity of teachers of children with mental deprivation in a specially organized multifunctional motivating environment are tested. 468 | The article discusses the main forms of labor education, as well as the impact of labor on the lives of women serving sentences in prison in the Siberian and Ural Federal districts. Statistical data of the Federal Penitentiary Service on the number of women serving sentences in places of deprivation of liberty, including how many of them have been released from correctional institutions over the past year, are given. The results of the study are analyzed by methods of collecting information, questioning and interviewing in correctional colonies of general regime for the detention of women who previously served imprisonment. The normative legal acts of the criminal executive legislation of the Russian Federation, the federal target program for the development and further improvement of the criminal executive system, including the creation of additional jobs for convicts serving sentences in prison, are analyzed. In addition, the amendments are interpreted in order to attract convicts serving sentences in the areas of the colony-settlement of the correctional institution to work. The issues of realization of the rights and freedoms of convicted women in correctional institutions, further improvement of the mechanism for employment, especially for those who have executive documents, are considered. Recommendations are given on the use of methods and techniques of labor education of women serving sentences in prison, contributing primarily to their correction and the formation of their respectful attitude to the person, work, society, increase their educational level. Thus, labor education strengthens self-esteem, importance for the immediate household environment of women who previously served sentences in correctional institutions. 469 | The list of pedagogical conditions for optimizing training of students for different types of future professional activity of specialists at nuclear power enterprises is considered: project, production, technological, research and organizational and managerial. As pedagogical conditions were identified the following: motivational - training of students, taking into account their individual inclinations to different types of future professional activity; substantial - development and subsequent implementation of a work program, program-methodological and supervisory training tools that promote the development of professional competencies; technological - use of a laboratory research complex, a training and research reactor and specialized software for the development of professional competencies of students. Taking into account the selected pedagogical conditions on the basis of synthesis of approaches (competence, personality-oriented, contextual and activity- oriented), a structural-functional model for optimizing the training of students for various types of professional activity at nuclear power enterprises was developed. An important feature of the created model is that in the process of preparing students for different types of professional activity the same provision (program-methodical, didactic, organizational and technical-technological) is used. 470 | The study focuses on current issues related to modeling and approbation of individual support for older preschool children with retarded mental development. The authors consider the implementation of a comprehensive psychological and pedagogical support on the basis of a private educational institution, substantiate the main principles of support taking into account the personified approach and describe a conceptual model. The conceptual model is represented by three interdependent units: the first unit of the service is focused on preschool children with disabilities, the second unit is aimed at advising the specialists of the private educational center for the purpose of further productive cooperation, the third unit is focused on providing assistance to families raising preschoolers with retarded mental development. The stages of individual psychological and pedagogical support in the conditions of the private educational center are singled out: motivational, diagnostic, indicative, activity orientated, reflective. The authors carried out psychological and pedagogical diagnostics of older preschool children with retarded mental development in order to identify the variability of individual manifestations. The material presents the results of complex neuropsychological diagnostics at the stages of ascertainment and control: the state of gnostic, praxic and mnestic functions of subjects is described, and a level-based characteristic is given. Due to the study, it becomes possible to analyze the structure of the defect of disturbed or delayed functions and select the optimal methods of corrective action, based on the patterns of interzonal interactions of the brain. With the experimental modeling of individual psychological and pedagogical support, the authors developed: a set of classes for older preschool children with retarded mental development, examples of notes from consultative talks, thematic planning of the parent lecture center. Besides, the role of the family in overcoming mental retardation is formulated and instruction booklets are issued. For the artist-designer, the most important sections of the science of color are the aesthetic side of color, harmony of color relationships, the beauty of color in the picture. As in the creative process there are two stages: 1) inspiration; 2) development of initial ideas, the formation of long-term activity skills, the task of art education is to teach the ways of professional activity. Competence in the field of designing color compositions is effectively formed in the development of harmony of thinking (based on the study of the theory of harmony) and fixing in practice ways of bringing color relations into harmony (professional activity). The relationship of intuition and scientific approach in artistic creativity is provided through the systematic development of figurative and creative abilities, a sense of harmony, harmony of thinking, and the development of concepts about harmony and its features: integrity as the main feature of harmony, unity of opposites, proportionality, balance, stability. 477 | Training education specialists working on digital educational platforms is highly relevant and approved not only in educational system, but also within the country’s economic system, where digitalization is one of the leading priorities. The level of research of challenges, that such training courses are facing, is obviously low. Hence, the article aims to develop training techniques in line with regulatory and organizational potential of modern Russian education. Given proposals are subject to an integrated model being developed on the basis of the existing experience of schools in the Tomsk region. Best practices of the domestic education have been considered at the same time. For example, an integrated nature of the model was provided by a set of requirements for the workers selection, their personal and professional characteristics, prerequisites for regulatory standards of their employment, organization charts, and system of their refresher training. The given model takes into maximum consideration conditions and development prospects of the regional labor market. Hence, its practical implementation can have a positive impact on the economy of the region over the system of local education. 478 | The article presents the results of an empirical study of educational overload among the students of the main stage of secondary school. The theoretical and methodological substantiation of the research is given and its objective relevance for the modern system of General education is shown. The empirical phase of the study was conducted over several years (2012–2018). Were involved in 527 adolescent school students during their training in the sixth-eighth grades of the General school. Psychological diagnostic data were subjected to mathematical and statistical processing, classified, generalized and interpreted. The results revealed the relationship between subjective perception and objective educational overload and allowed us to come to the conclusion about the impact of educational overload on the psychological well-being of students of the main stage of the General school. The conclusion that the prevention of educational overloads should be guided on either normative regulation of separate types of educational activity or a subjective state of students is made. The generalized conclusion is that the reason of the educational overload is not the expense of the main educational load of students but visiting additional types of educational activities. The data obtained allow us to say that preventing the occurrence of educational overload leads to necessity to optimize the possibility of assimilation and study of the material during the performance of the basic types of educational activities. Recommendations of possible directions of preventive work with students are given. The implementation of preventive programs should be carried out both in educational and extracurricular activities with all subjects of the educational process – teachers, educators, as well as with the parents of students. It is shown that the task of the teacher-psychologist is to identify the factors that may further cause the occurrence of certain difficulties or deviations in the development of children, and their elimination through preventive work. 479 | An analysis of scientific and methodological literature allowed us to conclude that there has been an increase in scientific publications on the problem of training of the elementary school teachers-to-be. However, many issues related to the preparation of the teacher for organizing and conducting a lesson according to the Federal Educational Standards for Elementary General Education (FES-EGE) are debatable and produce drawbacks in the methodological preparation of the teacher-to-be. These drawbacks determined the study problem: how to prepare the elementary school teacher-to-be for the making of the synopsis of the lesson? The objective of the study is to reveal and substantiate the methodology of the preparation of the elementary school teacher-to-be for the making of the synopsis of the lesson. The theoretical relevance of this study is that it concretizes the essence and content of the preparation of the teacher-to-be for the making of the synopsis of the lesson and theoretically substantiates the methodology of the preparation of the teacher-to-be for the making of the lesson synopsis. The practical relevance is that it has developed the organization of independent work by the teacher-to-be regarding his or her preparation for the making of the lesson synopsis according to FES-EGE. Providing the good training of specialists requires not only observing the governmental educational standards that determine minimum requirements to the content and level of the training but also a more effective control of mastering the content of education by the students including independent work that is now a significant part compared to classroom lessons. The article discusses only those programs of commercial and non-profit organizations in the field of improving financial literacy, which contain a wide range of educational resources. The focus of these programs is on the younger generation: children, schoolchildren, students. As a rule, these categories of the population are active potential users of financial services. The characteristic of teaching and methodological support of financial literacy programs being implemented is given, the ways of implementing these programs among students of different age groups are analyzed. An analysis of projects and models implemented for various target audiences with educational and methodological support, educational resources and tools is given. Important aspects in all considered programs are: increase of interest and involvement of citizens in the world of financial products; orientation of citizens on competent financial behavior and the formation of basic behavioral attitudes at different stages of their life cycle; the formation of the necessary skills in the management of disposable funds; ability to protect their rights and prevent all types of fraud. 485 | The article presents a look into the motives and factors of the professional choice as one of the characteristics of students’ professional self-determination. Material for this research was obtained from researches of the 1990s by the scientists E. A. Klimova, N. V. Kuzmina, V. A. Slastyonin, G. N. Pashkevich and from questionnaires of first-year students at Tomsk State Pedagogical University in October, 2019. The research was carried out by means of theoretical methods (analysis of the scientific literature and statistical data of the 2019 admission campaign) and empirical methods (student questioning). This article is compiled to reveal to the pedagogical alumni the factors influencing the professional choice of first-year students who became the participants of the research in 2019 with comparison to researches of such type carried out in the 1990s. As a result of this research the following conclusions were drawn: obtaining a pedagogical profession is the most attractive for young females; inner-state and international educational migration of prospective students remain; the pedagogical experience prospective students have before they enter a university help them to realize what major to choose at a pedagogical university; contemporary first-year students have intrinsic motives, but have more extrinsic motives. Comparing with researches by V. A. Slastyonin of the 1990s there increased the per cent of students who put forward as the factors that influenced their choice of a pedagogical university such factors as that of willing to get higher education and that of circumstances, these results allow to confirm current necessity to help students with their professional self-determination while they study at a university. 486 | The turn of the XIX-XX century, as history shows, was the time to search for new forms, methods and ways of working with students. The term “author’s school”, which appeared in the scientific and pedagogical vocabulary since the late 1980s, means that a particular educational institution has some original pedagogical methods of teaching and education, a special program for the development of the school, a pedagogical concept developed by an individual teacher or a team of authors. During the reviewed period, the features of the new “author’s” school were inherent in some private educational institutions, both in the capital and abroad. The article considers the types of such educational institutions, the characteristic features of “new” type schools. The emergence of non-state schools of the new type was not limited to the metropolitan region. Private (non-state) educational institutions working all over Russia at the beginning of the 20th century can also be classified as “author’s”. The diversity of copyright schools of the late XIX - early XX century was due to the socio-economic development of the Russian Empire, the change of public priorities, the mood of liberal and democratic forces that support the emergence of new schools. The movement for “new” schools became the starting point of those changes in the public understanding of the importance of education, which served as an impetus to the humanization of Russian domestic pedagogy. 487 | The introduction of universal primary education in the activities of the State Duma of the Russian Empire was for a long time not under the attention of the researchers, and interest in the topic increased due to the restoration of parliamentary traditions and deep reform of the education system. Historical sources show that at the beginning of the XX century, this issue was probably the only one that did not cause disagreements between political parties. But it was never resolved because of the six years of discussions between the factions in the State Duma, the Duma and the Council of State, the Parliament and the Government on related issues – the mandatory or granting of the right to receive primary education, the amount of funding and the nature of the management of Ministerial and Church schools, the language of teaching in primary schools in areas with non-Russian populations, about the role of local governments in the development of school Affairs, and others. The First State Duma, owing to its short existence, was unable to consider the draft law on the introduction of universal primary education, the Second Duma began its work, but its early dissolution did not allow any significant decisions to be taken on the issue. The Third State Duma was the only one in the pre-revolutionary history of Russia that lasted a full term of office, and the results of its activities in the field of education gave it the name “Duma of national education”. More than 300 legislative initiatives in the field of science and education were considered, including 15 draft laws on primary education, and additional allocations for primary schools increased by almost 40 million rubles a year. But the bill passed by the Duma on the introduction of universal primary education did not pass in the State Council. The Deputies of the fourth convocation again discussed the content of the draft developed by the Third Duma. The main cause of the conflicts was the issue of parochial schools. The last time in the history of the Duma a bill was introduced by the Minister of Public Education, P. N. Ignatiev, on 28 August 1916, but the decision on it was never made. However, during the years of operation of the State Duma, unprecedented resources have been allocated for the development of primary education, the training of teachers, the salaries of teachers and the construction of new schools, and public spending on schools almost doubled. 494 | Factors influencing the decision-making on the commission of a certain type of unlawful action are considered. The results of a study of the influence of the intellect’s features, orientation and the intensity of the motive in relation to a set of individual psychological features on the commission of one or another type of unlawful action are presented. The results of the conducted experiment made it possible to reveal the existing correlation links between the motive, intellectual and personal characteristics in the form of the relevant factors that to varying degrees affect the relevant categories of wrongful acts. Differences in six factors, consisting of both personal and motivational indicators, as well as intellectual-motivational ones, are determined. As a result of the analysis of the factor structure of the categories of subjects «Addiction», «Corruption», «UND» and «Norm», it was revealed that the commission of a certain unlawful action (or lack thereof) occurs under the influence of a complex action of factors. The results of the conducted experiment made it possible to reveal the existing correlation links between the motive, intellectual and personal characteristics in the form of the relevant factors that to varying degrees affect the relevant categories of wrongful acts. The factor of normative behavior is revealed. It is the factor of creativity. It is proved that the components of the identified factors in complex determine the commission of the corresponding unlawful act. The revealed peculiarities of persons who were not ever brought to criminal responsibility show the presence of intellectual-motivational determinants of both normative behavior and various types of unlawful actions of the individual. The obtained results experimentally support the hypothesis that the features of human mental activity in interaction with motivations and personal characteristics in complex are a dynamic (constantly changing in the course of life in certain limits) factor that determines the decision to commit a certain type of unlawful action. 495 | In the conditions of today’s spiritual crisis and the search for “tools” for overcoming it, the qualitative updating of the system of postgraduate education is actualized by giving more attention to the cultural and humanitarian plan for teaching subjects. With this in mind, it is suggested not to ignore the cultural significance of religious knowledge, which is organically woven into Russian literature, history, into Russian pedagogy. The article is an experience of studying theological knowledge of teachers in the system of postgraduate education. An analysis of the literature in the field of the problem under study has been carried out, which has shown the researchers’ attempts to understand the role of cultural values that religion carries in pedagogical education and to offer technologies for their development. The ontogeny of the cultural experience of reading and understanding religious texts as an important component of the development of the axiological foundations of the worldview of the teacher is considered. The reasons for the teacher’s appeal to theological knowledge as a cultural component of Russian culture are substantiated. The conducted research meets the general tendency to use the interdisciplinary theoretical positions of a wide range of sciences: pedagogy, cultural studies, philosophy and religious studies. In this connection, at the present stage of Russia’s development, the actualization of anthropocentric pedagogy is increasing, whereas socialization is understood not as adaptation and conformation, but as cultivation of one’s own position in the world, including with the support of traditional Russian spiritual values. 496 | In many modern universities, especially in research ones, the process of revising approaches and indicators for assessing the quality of teaching is now actively underway, which we propose to consider as innovative and, of course, progressive. The focus has shifted from actual assessing the quality of education to the assessment of teachers’ activity, which he performs or does not perform. In the event of non-compliance with indicators in elections, the lecturer is elected for a shorter term or not elected at all. These figures at a minimum reflect the quality of training in any assessment. In the election for the posts of teaching staff, a very narrow and very specific set of indicators of educational activity, primary to universities, is taken into account, among other things (consider the indicators on the example of research Tomsk State University): the number of qualified candidates and doctors of sciences; the number of dissertations prepared under the guidance of a teacher; the number of credits of courses taught in a foreign language, with the use of electronic resources, or, project, research; the number of prizes engaged by the students, leading teachers, competitions, contests, etc.; the management of basic educational programs. All these factors only indirectly indicate the quality of teaching. Thus, we can confidently say that in Tomsk scientific research universities there is a tendency to quasi-innovations in the evaluation of teaching, as organizational innovations contribute to the reduction of work time standards, increase in productivity, improve of the workflow, and psychological climate in the team. Organizational quasi-innovations can not produce such effects, on the contrary, they lead to conflicts, increase of working time norms, general dissatisfaction with the management and the injustice of the system of procedure election to the office, as well as the loss of qualified personnel. 498 | The pedagogical activity of a preschool education teacher implies interaction with students’ parents in the process of educational activity. The article discusses systematic and methodological components of the interaction between the preschool education teacher and the students’ parents as the implementation of the teachers’ mentoring in relation to the parents. The methodological component of this approach is revealed through the concept of G.N. Prosumentova and the typological characteristics of joint activities: closed, reversed, open. The development of these ideas by S.I. Pozdeyeva in the description of the activity characteristics of different types of mentoring in the professional pedagogical sphere allowed to present the methodological component of the approach in the field of preschool education. When moving to a mentoring position, the teacher uses different models for organizing joint activities, providing psychological, pedagogical, methodological and advisory services more adaptably, which is defined by the objective of the federal project “Support for Families with Children”. Based on the models and types of mentoring proposed by S.I. Pozdeyeva, the article reveals the characteristics of the working actions of a preschool teacher, acting as a mentormethodologist, mentor-tutor, mentor-consultant, mentor-coach, mentor-developer, mentor-partner, mentor-navigator with respect to the students’ parents. Values of health are treated as invariant of axiosphere of social worker, which provides professional internalization of other important values, and the implementation of the humanistic potential of the profession. The valuable content of the category “health” is performed on the meta, micro and meso level of classification the values of social work. 4th year students studying in the direction “social work”, tend to underestimate the importance of health in the context of professional activities. After studying the module of health-saving directivity, different views of health in its value dimension for the students became more significant, that was observed at ranging of the professional values and the definition of priorities of social problems. The associative array to the notion “health” was expanded to include various semantic groups, the level of professional responsibility for the formation of a healthy way of life of the population has increased, the strong interrelationship of phenomena of health and social well-being emerged. 500 | This article is devoted to the topical problem – the control and evaluative activities in the pedagogy of music education. The features of the structure of competent musicians are considered and the level of complexity of its formation is determined. The completed analysis of the literature on the subject indicates the absence of a unified technology which integrates monitoring and evaluation of results in professional music training. In the process of training the professional musician in secondary vocational education the formation of musical aural competency is the most important task and is carried out primarily on the musical-theoretical disciplines cycle. “Solfeggio” is obligatory subject for all musical specialities. We consider the requirements of the Federal State Educational Standard to the results of the studying of this subject on specialty “Instrumental Performance”. On the example of musical theoretical discipline “Solfeggio” the elements of music and aural competence are defined. The development of monitoring system is carried out, which is the control and measuring tool and an effective way of organizing the educational process.
