404 | The issues of propaedeutics of the formation of professional competencies of students of secondary vocational educational organizations are considered. The concept of “propaedeutics” has been briefly characterized and clarified. The functions of propedeutics of the formation of professional competencies are determined. The study of mathematics by students of technical specialties should not only give intellectual development, but also carry a propaedeutic function for further education and the formation of professional competencies. The study and analysis of the pedagogical and methodical literature shows that the propaedeutic, integrative approach in professional training allows us to find a common platform of subject knowledge for the formation of common and professional competencies in students. The propaedeutic approach to teaching mathematics involves the deliberate inclusion of successive interdisciplinary links in the content of educational material. The propaedeutics of professional competencies’ formation can be implemented on the basis of project-research activities and the inclusion of professional-oriented tasks in the content of the educational general education discipline. This allows us to carry out the propaedeutics of the professional competencies’ formation, contributes to the revitalization of students’ cognitive activity and shows a sustained interest in the future profession. 405 | The relevance of the topic is due to the difficulties students experience when solving stereometric tasks. This is evidenced by the annual results of the unified state examination in mathematics of the profile level. Over the past decade, with the development of modern information technologies, numerous attempts have been made to improve the effectiveness of teaching geometry at school through the introduction of interactive environments that provide various visibility functions on lessons and in extracurricular math classes. Among the modern available digital programs that allow you to build and transform geometric objects interactively, the GeoGebra environment is in increasing demand among teachers and researchers. However, analyzing Russian-language printed and electronic publications, we can conclude that the issue of using GeoGebra in solving positional stereometric tasks is not fully disclosed. The article considers the features of solving positional tasks using the Geogebra 5.0 environment when teaching image methods to future mathematics teachers at a pedagogical institute and at geometry lessons in high school. The article focuses on the advantages of using GeoGebra in teaching the construction of spatial shapes and their sections in comparison with traditional training. The necessary tools of the Geogebra 5.0 environment are described in detail using the example of solving the task of constructing a polyhedron section by a plane in various ways. 406 | The article discusses the features of environmental training for students of Russian technical universities in the context of reforming the education system. The engineering and technical profile of the future bachelor is obliged to build the ecological and educational process differently than in the case of the humanitarian or natural-science areas of student preparation. The system, axiological and thesaurus approaches are offered as theoretical grounds for the environmental and professional training of the future engineer. Together they ensure the development of an ecological culture of the individual – the main goal of environmental education activities. The necessity of representing the technical university graduate’s ecological competency (including the totality of cognitive, creative-activity, motivational-value, reflexive-evaluative components) as a reflection of ecological culture’s formation is considered. The methods and forms of training that contribute to the formation of components of environmental competence of technical university students are described. The system approach is implemented through the use of categorical-system methodology as a tool. The modes of pedagogical interaction of the teacher and student in the model of compensatory homeostat are described and justified. The importance of formation of the ecologic-professional terminology of the future engineer is grounded and the prospect of using the thesaurus approach for this is promising. It shows the possibilities of developing it through a new method of learning – a triadic decoding, involving the identification of the essential characteristics of the defined term through a system of three complementary subordinate concepts. A number of information criteria describing the formation of the ecological-centric worldview, which is the foundation of the student’s ecological culture, is described. 407 | The notions “urban environment”, “urban object”, “urban resource” are traditionally discussed by such sciences as urban studies, economics, sociology and others, but the development of new directions in education also includes them in pedagogical research, in particular in the field of educational urban studies. There is a need to identify opportunities to consider these concepts in terms of their educational potential and to determine their place in modern education. To do this, let us review the sources and formulate approaches to the definition of key terms of educational urban studies. The concept “environment” is usually defined in two ways – as a set of physical conditions and as a human environment. Interpreting this approach in an educational context, the second meaning can be interpreted as a set of citizens’ activity practices, including educational ones. The urban educational environment is a system of three levels: macro-level, mesolevel and micro-level. The meso- and micro-levels are the most interesting for the study of educational potential. In urban planning, urban objects as elements of the urban environment are classified by function, affiliation, and operator. These features determine the programmability of the object in terms of its educational potential for citizens. An urban object becomes educational only if a citizen endows it with educational value, using it for their formal, non-formal, and informal educational practices. Educational resourcefulness is determined not only by resources of the object itself, but also by resources of a person using it. Educators possessing the competences of an urban teacher can become guides to discovering educational resourcefulness of a city and organizers of urban educational practices. The notions of an urban educational object, which becomes such when a city resident uses its educational potential, and the urban educational practice as a formula connecting an urban object, educational needs of a city resident, methods of using the educational potential of an urban object and direct educational activity in the interaction with the object were defined. Abstraction is an important component of physics and is associated with the process of solving problems. Students deal with idealized conceptual models of real objects and processes in solving problems. In solving physical problems, decomposition is associated with a speculative breakdown of the material systems under consideration into components, and the analyzed processes into stages. Generalization is used in the transition from individual learning tasks of various contents to their identification. It is an important stage for understanding the general meaning in different initial content. Algorithmization is present in solving physical problems as a sequence of actions. The article examines the essence and interrelation of the concepts of trust, consent, multicultural education. Authors of the article base their research on the concept of cooperation in social philosophy as a basic category of modern theoretical thinking, which explores the notions of simultaneity and bi-directionality – two essential characteristics of the mutual influence of interrelated objects aspiring to achieve a common goal. Pedagogical theory treats cooperation as one of the factors that can increase the efficiency of the upbringing and the socialization process of an individual. 421 | The need to identify and understand the pedagogical potential of literary excursions is based on the need to form the scope of competence for future teachers which is aimed at using the environment as an educational space. It is necessary to distinguish the pedagogical potential of each excursion object on the basis of its functional characteristics. The suggested object classification of literary excursions, the criterion of which is the object personification forming the excursion content, allows dividing these objects into three groups: lifetime, afterlife and artificial objects. It is suggested to create a complex of literary excursions following functional characteristics of these objects (lifetime – authenticity, afterlife – memorialization, artificial – leisure). This complex approach allows to study the life and work of writers plunging first into biographical materials (lifetime objects: houses, apartments, estate museums, reserve museums), then into the aesthetics of memorial monuments and necropolises (afterlife objects) and, finally, into getting to know recreated fantasies (artificial objects: open-air theme parks, museums). The task of preparation of cadres is put before professional educational community in secondary vocational education. 424 | The article considers the concept of ethnoculture as a means of familiarizing with the spiritual culture of its people, a source of inspiration for the creativity of contemporary artists and designers. The urgency of introducing the foundations of ethnoculture into the content of education is due to the effectiveness of the educational impact of ethnology. The concept of ethnocultural competence as an integral characteristic of the individual is formulated, which includes a value attitude, a stable motivation for engaging in creative activity, the author’s professional style, the self- realization of the individual in creative work. In the process of clarifying the concept of “ethnocultural competence” three levels of “ethnocultural competence” are distinguished: axiological, active, creative. The tasks of the experimental program are aimed at the formation of ethnocultural competence. The tasks of the first stage of the program development are to raise the level of ethno-cultural awareness of students, the activity of immersion in the ethnocultural environment, the consolidation of knowledge and skills on the basics of composition using ethnocultural themes, based on ethnocultural patterns. 425 | The article considers the solving of one of the most urgent problems of Russian education modernization: the development of school students’ speech culture as the basis for their mastering of communication competencies. The paper highlights the importance of its solving for the growth of the human’s level of mental development and general culture. The article presents the authors view of the phenomena of communicative competency, speech culture, their interconnection and reciprocal influence. The author makes a point that the focused development of communicative competency and speech culture involves the selection of appropriate methods and aids of education, and that for communicative acts creation a set of algorithms can be used. He provides the analysis of the ways of the development of such phenomena at the general education school. Considers the special potentialities for the development of communicative competencies and speech culture in process of studying the Russian language and literature both in class and in extracurricular activities. The author offers an approach, according to which communicative competences and speech culture development is closely linked to the use of the latest technical devices and information and communication technologies in the open Internet space. These tools are divided into groups according to the complexity of their use: visualiza tion tools, lesson support tools, means of using computer programs in education, revising previously studied material, choosing a theme for creative work, monitoring knowledge, etc. The approach makes it possible to provide the efficient development of the students’ communicative competencies in conducting an interactive dialogue with the computer, other student and the teacher. 426 | Changes in the requirements of the educational system have identified an increase in the frequency of attention deficit disorder and adolescents’ minor cerebral dysfunction and its great social significance with students. Attention deficit disorder is a delay of the normal functioning of the central nervous system, manifesting in problems of concentrating and maintaining the properties of attention, learning and memory disturbance, the complexity of processing of exogenous and endogenous information. There is no doubt that the focus of scientific problems of minor cerebral dysfunction syndrome concentrates interests of various experts; they are teachers, neuropsychologists, speech therapists, neurologists, pediatricians. Scientific novelty of the article is in justification and detection of anatomical and morphological and biologically significant factors in the occurrence of the syndrome in the educational process. Toulouse–Pieroni test has been approved, a group of students with disturbances in concentration has been detected, and the heterogeneity structure of risk factors has been stated. 428 | The article reflects the role of the modern teacher of higher education in the development of the creative potential of students’ personality in the process of their professional training. The reconstruction of activity of the modern teacher actualized by the change of students’ training principles is investigated. The aspects of creative potential development of students’ personality are considered, pedagogical conditions of its formation, formation of the creative environment, inducements of reflexive activity, dialogization of educational process are allocated. A survey of students of Altai State Technical University and Altai Economics and Law Institute was conducted. The results of the studyof the teacher’s role in the creative potential development of the individual students in the learning process are presented. These questionnaires allowed the author to conclude that the type of educational institution does not affect the role of the teacher in the development of the individual students’ creative potential, there are significant reserves for the development of creative qualities of the individual student associated with the pedagogical conditions of education, upbringing and personality of the teacher. About two-thirds of students can be “woken up” for creativity if necessary preconditions are created for it: democratization of process of training, granting the right of the choice of subjects for studying, increase of specific weight of discussion and game types of occupations, target selection of the teachers possessing creative qualities. 430 | The article deals with the question of the development of autonomy among younger students in the context of solving the problems of modern school. The authors present a system of educational activities for monitoring and evaluation of younger students. They draw attention to the fact that modern education takes a landmark on the formation of a successful and self-developing personality with its own point of view and ability to learn. Therefore, the preparation of first-grade students for further self-improvement and application of their knowledge is one of the main tasks of a modern elementary school. In this regard, it is of great importance that children master the skills of monitoring and evaluation that underlie self-regulation and self-organization. The emergence of learning activities of monitoring and evaluation in the activities of students means that the structure of the exercise is filled with all components of learning activities and a synthesis of ways to solve practical problems and implement learning activities into a holistic education, which provides what is commonly called the ability to learn. At the same time, taking into account the results of scientific research on this issue, as well as based on modern requirements for educational attitudes in the implementation of educational programs, the development of these competencies is possible within educational activities through the systematic formation of monitoring and evaluation educational actions. Forming and using educational activities of monitoring and evaluation in educational activities, we form reflexive thinking (reflexive self-esteem), the ability for conscious choice and formative evaluation. The question arises, what conditions and requirements should be presented to the method of formation of educational actions of control and evaluation when solving a training task, in order to form the highest forms of competitiveness (self-organization and self-regulation), as mentioned above, these include reflexive thinking, ability for conscious choice and formative evaluation. The ongoing civilizational breakdown contributed to a change in the value orientations of youth, which also affected the development of leading ideas of professional ethics. Professional activity forms in a person not only professional skills, but also certain personal characteristics, as well as attitude to various aspects of his work activity. In this regard, professional ethics is one of the most important aspects of any professional activity, acting as a regulator of the interaction of people in the professional sphere. As standards that act as reference, those patterns of behavior are accepted that have developed as the content and methods of implementing specific professional activities in the processes of human interaction develop. On the basis of historical and pedagogical analysis, the study proves the existence of a problem requiring the study of professional ethics as a form of morality. 432 | The article analyzes the experience of Tomsk State Pedagogical University in conducting excursions about religious culture. The necessity of excursions to denominations within religious disciplines is substantiated, the experience of presenting religions through excursions to confessions is presented. The article presents the experience of presentation of religions through excursions to confessions, obtained during the visiting Museum practice and during the classroom work of students of Tomsk State Pedagogical University (specialties “Cultural Studies”, “History”, bachelor’s and master’s degree “Pedagogical education”). The article deals with the specifics of the students of the excursion, the peculiarities of the reaction to religious culture, the nature of the knowledge gained, their influence on the formation of a professional teacher. On the basis of the experience of conducting excursions, the changes in the perception of religious culture that occur in the listeners are analyzed. It is stated that after excursions religious culture does not cause rejection, interest is shown in religion as an element of the spiritual sphere of society. Of particular importance is the tour for undergraduates who are teachers. In the course of visiting excursions, undergraduates acquire new knowledge that allows them to better understand the processes of ethnoconfessional interaction in the city of Tomsk, and learn to organize such excursions, which is especially important for practicing teachers. The ideological influence of religious excursions does not lead to the integration of the student into the denomination. Such integration is impossible without becoming involved in religious practice. This means that the excursion, giving knowledge about religion, keeps intact the personal space of a student and does not impose alien values. 434 | The article deals with a topical question of modern literary studies – research, development and approbation of the active forms of mastering the fiction poetics. The article indicates the existing methods of the artistic creations in literature classes, describes the prospects of the educational quest and the main stages of realization of the quest as an educational technology. The article represents the quest based on the creative works by Vladimir Nabokov, the process and results of its testing on participants with different levels of knowledge (freshmen philologists and high school students). In understanding the methodological principles of working with space in the lessons of literature, we rely on the works of E. I. Korostileva, Yu. G. Pykhtina, S. V. Kashirina, A. K. Gaisina, Yu. G. Pykhina, O. I. Fedotov. When developing the quest, three methodological grounds were taken into account. 1. The use of analytical types of tasks. 2. Reliance on the literary tradition of the study of artistic space. 3. Literary analysis should precede the methodical development of the quest. Approbation showed that the process of passing the quest makes the participants deep into the creative world of the novel “Mashenka” by V. Nabokov and helps with structuring not only artistic creation but also the fiction poetics in general (plot logic, dynamics of the character development, etc.). The comprehension of the fictional structure and the author’s concept of work through the quest is achieved in a rather short period. 435 | The purpose of the article is a description of the general framework for the ontology of education in the era of digital nomadism. This framework is based on the specific features of digital nomadism as a socio-cultural phenomenon and the ontology of the network society. The article describes the milestones in the history of the “new nomadism” from the 1960s to the present, with a focus on the research of M. McLuhan, G. Deleuze, F. Guattari, J. Attali, T. Makimoto, D. Manners, W. J. Mitchell, J.W. Moravec et al, S. Lusmägi. The paper presents the factors that preconditioned occurrence, development, and globalization of a new type of nomadism, essential characteristics of new nomads, and their classification: digital (or electronic), knowledge nomads (knowmads), and students as nomads. The paper contains examples of the existing practice of nomadic education and proposes its prospects. The general principles, methods, and formats of “nomadic” education have been determined. They reflect the ontology of the network digital society and the world-view attitudes and lifestyle of new nomads. The presented model does not pretend to be the full representation of the ontology of “nomadic” education but sets a certain reflection vector necessary for understanding this phenomenon. 436 | The article deals with the problem of the methodological potential of using visual materials in the process of studying history by university students. Reasoning based on the author’s experience in teaching the history of the Middle Ages. Suggests a typology of visual materials, including “synchronous” historical sources (images, created during the study period or depicting monuments of a given period), “asynchronous” historical sources (visual materials, created within the framework of the studied historical epoch, but much later than the events or characters, depicted with their help), reconstruction (images, created for cognitive purposes and reproducing the features of historical reality in accordance with existing scientific knowledge) and “memorials” (monuments (and their images), dedicated to historical figures and events of the studied era, created outside it). The features of attracting these types of visual materials in the light of the goals and results of their use are revealed. The equivalence of the indicated types of visual materials in terms of the methodological effectiveness of their application is emphasized. Following the view of the difference of feelings and emotions as relatively independent entities of the emotional sphere, it is necessary to distinguish them in several aspects. The aim is to clarify the idea of aesthetic feelings in the light of studies of the emotional sphere in pedagogical psychology, the task is to determine their social role in the structure of the aesthetic consciousness of the individual on specific musical examples of symphonic music. Rimsky-Korsakov, as the emergence of his motivational-regulatory activities and emotionally - conscious attitude of the performers to this symphonic composition. Emotions as an activity-situational reaction will be discussed in the symphonic work, which was created by composer M. I. Glinka. Emotional activity and situational reaction of the great Russian composer, who visited Sunny Spain more than once, allowed to arise in his mind and realize the idea of composing an orchestral piece “Aragonese HOTA” with the transfer of different moods in music by various means of musical expressiveness. 438 | The article discusses the development of the text activity of the learners. The provisions of the pedagogy of the school of joint activity, theory of design of educational metaspace form the theoretical basis of the study. The conduct and description of the experiment involved the use of methods and techniques of humanitarian research. Examples of the development of textual activity are shown as part of literature lessons on the work of M. Bulgakov “Master and Margarita”, as well as in the framework of the educational project “Debates”. Debates create the culture of group work, develop skills of self-presentation, empathy and tolerance, skills of evaluation. A film by P. Weir “Dead poets Society” became the material for discussion. Each student was able to participate in the project, to express himself, to develop his communicative competence. The following conclusions are the results of the study. The development of textual activity can be successful if the teacher considers the phenomenon of “educational metaspace” from the point of view of anthropological approach, the text activity as a process of formation of universal educational activities, uses the theoretical framework of the school of joint activity in its curricular and extracurricular activities. 439 | This article discusses the main areas of prevention of family distress and social orphanhood of children in the Amur region, and also analyzed the results of the implementation of the state social program for the prevention of family distress and social orphanhood of children in the Amur region for 2015–2017 The Way Home. The authors paid special attention to the issues of prevention of deprivation of parental rights and refusals of children at birth, reduction of the proportion of orphans and children left without parental care; an increase in the number of orphans and children left without parental care, placed in families for upbringing; an increase in the proportion of citizens who have adopted a child for upbringing in a family. The family is the most important social institution in the development of each individual, which is the main step in the socialization and development of a person. Children in the family acquire the skills and abilities of communication, mutual understanding, form the communicative component of the personality. It is in the family that moral character of the future person is laid. As a result of the study, a conclusion was drawn on the effective implementation of the program’s measures, which made it possible to build effective preventive work with families, based on socio-economic, legal, organizational, educational, psychological and pedagogical interventions. 440 | An analysis of scientific and methodological literature allowed us to conclude that there has been an increase in scientific publications on the problem of training of the elementary school teachers-to-be. However, many issues related to the preparation of the teacher for organizing and conducting a lesson according to the Federal Educational Standards for Elementary General Education (FES-EGE) are debatable and produce drawbacks in the methodological preparation of the teacher-to-be. These drawbacks determined the study problem: how to prepare the elementary school teacher-to-be for the making of the synopsis of the lesson? The objective of the study is to reveal and substantiate the methodology of the preparation of the elementary school teacher-to-be for the making of the synopsis of the lesson. The theoretical relevance of this study is that it concretizes the essence and content of the preparation of the teacher-to-be for the making of the synopsis of the lesson and theoretically substantiates the methodology of the preparation of the teacher-to-be for the making of the lesson synopsis. The practical relevance is that it has developed the organization of independent work by the teacher-to-be regarding his or her preparation for the making of the lesson synopsis according to FES-EGE. Providing the good training of specialists requires not only observing the governmental educational standards that determine minimum requirements to the content and level of the training but also a more effective control of mastering the content of education by the students including independent work that is now a significant part compared to classroom lessons. The theoretical theses of the methodology of preparation of the teacher-to-be for making of the lesson synopsis are illustrated by a synopsis performed in accordance with the modern typology and structure of the lesson described in FES-EGE. The preparation of the elementary school teacher-to-be for making of the synopsis of the lesson is defined as a process including the formation of a system of knowledge (the typology, goal setting and the structuring of the lesson), skills (the skills of determining the type, the goal, the didactic tasks, the universal teaching actions, the structure of the lesson and the methods of teaching) and personal and professional qualities (creative imagination and pedagogical improvisation) providing the effective organization of the lesson according to the requirements of FES-EGE. 442 | The article presents an analysis of the process of professionalization and institutionalization of social work in Vietnam, and also describes the historical and current trends in the development of the national educational system in the context of the formation of a new profession – “social work”. The characteristic of the main trends that distinguish the development of vocational training in social work in Vietnam is given. The integration of Vietnam into the educational space of Asia has led to the intensification of international cooperation between domestic higher education institutions and foreign ones in the implementation of various types of educational activities, one of which is the training of social workers. An important area of effective cooperation is a comparative study of this experience, its focus on enriching pedagogical theory with innovative ideas and concepts, identifying opportunities for creative use of constructive ideas of foreign experience in the education of Vietnam. In recent years, Vietnam has increased attention to the study of various aspects of modernization of education. A positive development is the training of many lecturers and young scientists abroad. It is also commendable that some of them undergo training in the field of social work. The main substantive characteristics of vocational training in social work in Vietnam are described, which was considered as a complex socio-historical phenomenon, a systematic pedagogical process with a dialectic of formation and development in public life and educational activities, its own educational-theoretical and practical concepts, socialmotivational and pedagogical conditionality, as well as the corresponding structure: purpose, objectives, content, implementation technology, quality assessment, general sociopedagogical mechanisms of effective functioning. An analysis of the results of studies conducted on the problem of vocational training in Vietnamese universities showed that in the process of vocational training of students, the content of social education is determined among the dominant tasks, taking into account the foreign experience of vocational training of specialists in social work. 443 | The introduction of universal primary education in the activities of the State Duma of the Russian Empire was for a long time not under the attention of the researchers, and interest in the topic increased due to the restoration of parliamentary traditions and deep reform of the education system. Historical sources show that at the beginning of the XX century, this issue was probably the only one that did not cause disagreements between political parties. But it was never resolved because of the six years of discussions between the factions in the State Duma, the Duma and the Council of State, the Parliament and the Government on related issues – the mandatory or granting of the right to receive primary education, the amount of funding and the nature of the management of Ministerial and Church schools, the language of teaching in primary schools in areas with non-Russian populations, about the role of local governments in the development of school Affairs, and others. The First State Duma, owing to its short existence, was unable to consider the draft law on the introduction of universal primary education, the Second Duma began its work, but its early dissolution did not allow any significant decisions to be taken on the issue. The Third State Duma was the only one in the pre-revolutionary history of Russia that lasted a full term of office, and the results of its activities in the field of education gave it the name “Duma of national education”. More than 300 legislative initiatives in the field of science and education were considered, including 15 draft laws on primary education, and additional allocations for primary schools increased by almost 40 million rubles a year. But the bill passed by the Duma on the introduction of universal primary education did not pass in the State Council. The Deputies of the fourth convocation again discussed the content of the draft developed by the Third Duma. The main cause of the conflicts was the issue of parochial schools. The last time in the history of the Duma a bill was introduced by the Minister of Public Education, P. N. Ignatiev, on 28 August 1916, but the decision on it was never made. However, during the years of operation of the State Duma, unprecedented resources have been allocated for the development of primary education, the training of teachers, the salaries of teachers and the construction of new schools, and public spending on schools almost doubled. 446 | The paper presents the results of the research of the needs and attitudes of students of the Physics and Mathematics Department of the Tomsk State Pedagogical University to supplementary educational practices, interrelation of the students’ personal interests and the practices; the attitude of students to mentorship in their educational and professional activities. The paper presents the results of a questionnaire survey of the graduates of the faculty (bachelors and masters). In the context of the considered issues, the paper presents the studies of the quality and extent of the opportunities provided by the university to the students in mastering various pedagogical activities in practice and to interact with mentors. The author researches: how students are informed about such opportunities and how they use them; the character of interaction of students with professional communities and mentors; the correlation of the students’ personal interests and values with the education they receive, the issues of the students’ personal influence on their own development trajectories. Dwelling on the results of the survey the high level of personal meaning of the supplementary educational practices for the students was identified. The spectrum of the supplementary educational practices, performed by the students during their study at the university is wide, and the students’ satisfaction with such practices is quite high. Presumably this can be caused by the character of the faculty’s educational process organization with its focus on practical activities, mentoring and integration of education with professional communities, as well as by the personal needs of students. 447 | The article deals with didactic peculiarities of technologisation of competence-building educational programmes in higher school. Tomsk Polytechnic University experience in delivering professional training programmes for academic staff is described. The paper also presents the advantages of professional reflection for developing pedagogical professionalism of a university lecturer according to the aims of competence-building technologisation in higher education. The authors outline the essential features of the pedagogical experiment delivered in groups of programme participants and provide the details of the online experience of the professional training programme for university academic staff. 448 | The study focuses on current issues related to modeling and approbation of individual support for older preschool children with retarded mental development. The authors consider the implementation of a comprehensive psychological and pedagogical support on the basis of a private educational institution, substantiate the main principles of support taking into account the personified approach and describe a conceptual model. The conceptual model is represented by three interdependent units: the first unit of the service is focused on preschool children with disabilities, the second unit is aimed at advising the specialists of the private educational center for the purpose of further productive cooperation, the third unit is focused on providing assistance to families raising preschoolers with retarded mental development. The stages of individual psychological and pedagogical support in the conditions of the private educational center are singled out: motivational, diagnostic, indicative, activity orientated, reflective. The authors carried out psychological and pedagogical diagnostics of older preschool children with retarded mental development in order to identify the variability of individual manifestations. The material presents the results of complex neuropsychological diagnostics at the stages of ascertainment and control: the state of gnostic, praxic and mnestic functions of subjects is described, and a level-based characteristic is given. Due to the study, it becomes possible to analyze the structure of the defect of disturbed or delayed functions and select the optimal methods of corrective action, based on the patterns of interzonal interactions of the brain. With the experimental modeling of individual psychological and pedagogical support, the authors developed: a set of classes for older preschool children with retarded mental development, examples of notes from consultative talks, thematic planning of the parent lecture center. Besides, the role of the family in overcoming mental retardation is formulated and instruction booklets are issued. The article presents quantitative and qualitative characteristics of the psychological and pedagogical survey, formulates analytical conclusions. 449 | The article analyzes the principle of organizing inclusive education, which is to ensure that the diversity of the needs of students with physical and mental disabilities corresponds to such educational environment. The justification of the principle of the need for special training in the field of special (correctional) pedagogy and psychological readiness is professionally and competently addressed in the problems of children with different educational needs, including those with limited health opportunities. When implementing the ideas of the professional and personal identity of the teacher, the following criteria are presented: in as much as in the phenomenological tradition the personality appears as a unique, existential entity, and identity expresses the self-referentiality of the person in the logic of the integral determination of the individual, the study is presented in the position of the person approach. Based on the analysis of the data of diagnostic studies, it was established that the participants of the project “Above the rainbow” are psychologically not ready for inclusion and need special comprehensive assistance from specialists (psychologist, methodologist). In this regard, they need understanding of themselves in a new role (personal identity), knowledge of the specifics of implementing approaches to individualization of the education of children with special educational needs; organization of psychological support system, joint analysis of professional experience, development of negative emotions, mastering self-identification techniques and their use in new conditions (under conditions of inclusion). Therefore, the task of specialists (methodologists, psychologists) is to help educators understand their hidden beliefs and values, to learn from them whether they are the beliefs and values that they would like to protect. For a program of inclusive education to be sustainable, at a certain point, these beliefs and values should be openly and clearly articulated. But the most important thing that teachers-participants of the project should learn is to work with children with different educational opportunities (capable children, children with HIA, children with disabilities) and take this diversity into account in their pedagogical approach to everyone. 450 | One of the urgent tasks identified in the federal state educational standard of secondary special education is the study of the possibilities of secondary vocational schools in development of musical culture among future teachers of pre-school educational organizations. Materials of studying of levels of proficiency of future teachers of the preschool educational organizations are provided. According to the results of the diagnosis, the predominance of a low level of musical culture among the majority of students was recorded. The existing and established pedagogical conditions that envision the enrichment of the content of musical education with elements of classical music have changed significantly. The introduction of additions to the content of musical education of students in the implementation of a number of pedagogical conditions will significantly improve the level of musical culture of future teachers of pre-school organizations. Familiarizing future teachers with classical music is a complex process that requires a certain experience of perception, certain knowledge, zeal, attention. It should be noted that contrary to the expressed opinion about “low clarity” and “uninteresting” of classical music, it must be emphasized that classical music is always modern, interesting, it concerns the listener, does not leave indifferent, gives rise to discussion. In the conducted research we enriched the content of the discipline “Theory and technique of musical education with practical work” with pedagogical with musical culture.
