1 | The article discloses the resource of additional professional training, particularly the training programs in solving problems of human resource development in early childhood education at the regional level. Explains the necessity of the development of pre-school teachers’ professional self-concept in the process of professional retraining in the context of achieving such characteristic of its quality as acme-oriented. 2 | The article deals with didactic peculiarities of technologisation of competence-building educational programmes in higher school. Tomsk Polytechnic University experience in delivering professional training programmes for academic staff is described. The paper also presents the advantages of professional reflection for developing pedagogical professionalism of a university lecturer according to the aims of competence-building technologisation in higher education. The authors outline the essential features of the pedagogical experiment delivered in groups of programme participants and provide the details of the online experience of the professional training programme for university academic staff. 3 | The article presents the results of designing a draft of a basic education program aligned with major 44.03.04 Professional education (in different fields) (bachelor’s degree) with the purpose of training teachers for the professional education system, taking into account the requirements of the professional standard applicable to a teacher in this field. The authors analyze outcomes of the work carried out in the interaction of scientists and teachers of a pedagogical university and specialists from the executive bodies of the public administration and regional professionals training organizations in the process of designing a new educational product. The academic practice under discussion has been implemented through the usage of a range of academic methods: methods of theoretical analysis, the focus group research method, the expert method, survey (interviewing), educational design. Prospects of realizing the presented results of project activities in the educational process at Tomsk State Pedagogical University are described, and their importance for the social and economic development of the region in the context of training for the professional education system. 4 | The paper deals with the regional practice of children’s and youth movement as the field of applied scientific research of socio-pedagogical direction. The authors of the article put forward the arguments for the necessity of renewal of the conceptual approaches to the upbringing of the younger generation and the development of current educational practices including the elaboration of the new pedagogical technologies of upbringing which meet the requirements and correspond to the peculiarities of the modern world. The specifics of the activity of children’s and youth public associations in modern Russia are described. The peculiarities of the regional practice of children’s and youth movement in Tomsk region are presented. The paper indicates relevant directions of scientific research of socio-pedagogical direction, which are connected with different aspects of children’s and youth movement practice development. The directions are revealed by means of theoretical analysis. The paper grounds possibilities of the educational master programs for the realization of scientific research in the field of these directions. The authors of the paper present the results of the comprehension and generalization of the experience of Tomsk State Pedagogical University connected with the organization of applied scientific and pedagogical studies related to the problem of children’s and youth movement regional practice development. 5 | At the present stage of modernization of the higher education in Russia and the renewal of the educational space, the issues of training specialists in pedagogical universities are at the forefront. This article shows the approaches proposed by the scientific and pedagogical community of Tomsk State Pedagogical University to design the structure of modular basic educational programs (BEP) for training a bachelor of teacher education. The conceptual founda tions of the projected organizational and activity mechanisms of modular BEP based on FSES HE 3 ++ (Federal State Educational Standard of Higher Education) are also disclosed. The experience and results of the research and scientific and methodological work of the university on the design of organizational and activity mechanisms of modular BEP of bachelor training of teachers on the basis of Federal State Educational Standard of Higher Education 3 ++, coupled with professional standards are presented. The organizational and activity specificity of the modular characteristics of the BEP has been substantiated: the ways of organizing the educational interaction of the participants in educational relations, the features of the evaluation and diagnostic procedures related to monitoring the achievements of educational achievements of students in the activity format. The didactic examples related to the implementation of individual fragments (modules) of the BEP in the field 44.03.05 Pedagogical education (with two training profiles) (bachelor’s level) are given. The author’s vision of the implementation of the training practice curriculum, consisting of five interrelated thematic sections, is proposed. As an example illustrating the specifics of the organizational-activity characteristics of the BEP discussed in the article, a description of the training and research module is given. The principles and procedure of the state final certification are also presented. The materials of the article can be used by the heads of the main educational programs and administrative and management teams of Russia’s pedagogical universities, in conditions of transferring the students to the federal state educational standards of the new generation – FSES HE 3 ++, associated with professional standards. 6 | The results of a scientific and pedagogical analysis of the current state of non-formal education as an andragogical practice are presented. The features of the informal professional community activities in the context of using its opportunities for the teachers’ professional development are shown. Scientifically based ideas about the typology of informal professional communities, the patterns of their functioning are given. The expediency of integrating the practices of non-formal teachers’ education and their master’s training is substantiated. The methods of such integration at the target and organizational-methodological levels are indicated. The experience of Tomsk State Pedagogical University FSBEI HE (TSPU) on the design of modular basic educational programs for master’s training in pedagogical orientation on the basis of FSES HE 3 ++ is summarized through the combination of state educational standards and professional standards. An expert author’s vision of ways to realize the educational potential of the interaction of subjects included in the practice of non-formal teachers’ professional communities, graduate students and the teaching community of the pedagogical university is proposed. The results of research as well as scientific and methodological work of TSPU specialists on updating approaches to the construction of the content and organizational-activity formats of master’s training are indicated. 7 | The article discusses modern trends in Russia’s secondary vocational education (SPE) system development. Features of SPE in the Tomsk Region and strategic objectives of its transformation as opposed to their relationship with the priorities of the region’s socioeconomic advancement are outlined. An expert-theoretical justification of the expediency in using the cluster approach for the SPE regional system development is presented. Necessity and productivity in the SPE regional system change management by means of cluster policy are argued. A project vision of Tomsk Region’s SPO new infrastructure design in the logic of cluster policy is proposed. Basic characteristics of the clusters’ two types are educational and educational-industrial; scientifically substantiated hypotheses on the regularities of their effective functioning are proved. Project proposals reflecting organizational and pedagogical mechanisms of SPE practice integration and continuous professionalization of the current economy’s real sector personnel in a cluster format are substantiated. Paths of such integration are outlined. The authors’ expert vision of conditions for implementing educational potential in the interaction between the subjects included in the cluster-branch communities is offered. The current practical experience reflecting the design of changes in the SPO development management on the basis of cluster approach in the Tomsk Region is generalized. Socio-economic and educational prospects of cluster-network interaction in the SPO regional practice for solving urgent and prospective problems of its development at the regional level are predicted. 8 | The article shows modern specifics of interaction between universities and the regional labor market in the context of promoting employment of the population from the perspective of a new worldview – the ecosystem approach. Authors give substantiation of trends and directions of regional andragogical practices’ development (additional professional education) related to the activities of employment services in the logic of ecosystem synergy and the value of human capital assets development outlining the advantages of such synergy and ways to achieve it. The article summarizes empirical materials of employment services in the Tomsk region (2017-2021) on the testing of new andragogical services of an anthropocentric orientation, including the experience of the national project «Demography” (Tomsk, Novosibirsk, Omsk, Kemerovo, Arkhangelsk, Volgograd regions and Kamchatka Krai). It presents the results of statistical data analysis reflecting the interrelationships of educational programs that were used to train citizens aimed at changes in employment (unemployed; citizens in labor relations, but looking for another job; women on parental leave; people of preretirement and retirement age), and the results of new employment scenarios for such people. This work explains and justifies reasons for such interrelations and ways of influencing them. The authors actualize the need for the anthropocentric transformation of andragogical practices, including additional vocational education, which creates the provision of new planned effects (socially significant results) through the ecosystem synergy of education, labor market and employment services (with their intermediary function) which is an important area of activity of Russian university communities. 9 | The results of a comparative analysis of the concepts of “human potential” and “human capital” in the context of considering the relevance and specifics of the use of Big Data technologies in education are presented. The materials of the article are prepared based on the use of methods of theoretical analysis, Big Data, observation, analysis of products of activity, testing of students to identify their abilities, comparison and analogy. The possibilities of big data as a means of increasing the effectiveness of educational practices are updated. The expediency of using Big Data in the educational process of secondary vocational education focused on the development of human potential is argued. The description of the features of the organization and the results of experimental work carried out on the basis of the Tomsk State Pedagogical College on the approbation of the author’s vision of the possibility of using Big Data technologies in the practice of educational work is given. The increase in the effectiveness of the training session of a professional educational organization when using Big Data in the context of providing conditions for the self-realization of each student is proved. The guidelines for the development of the experience of using Big Data technologies to enrich educational contexts of an anthropocentric orientation are set.
