401 | The practice of teaching Russian to Lao cadets and observing the unsatisfactory learning outcomes of this group led the authors to conclude that it is necessary to identify the causes of problems and outline possible solutions. The relevance of the study stems from the need to formulate guidelines for teaching the Russian language to Lao cadets, taking into account the difficulties identified, as well as the characteristics of their native language. The theoretical significance of the work lies in the classification of errors found during the experiment and the illustration of the mechanism for the formation of communicative failures. The practical significance of the study is determined by the preparation of a number of guidelines for working with students from Laos. The authors reviewed studies that describe the Lao language, compare the typological structure of the Russian and Lao languages, and provide an account of the complications faced by the Lao when learning Russian. For a detailed analysis of the types of errors, their classification and identification of system links, an experiment was conducted. The experimental group was offered assignments of the reproductive and productive types. The results are presented in the appendix, which reflect the types of errors with examples, the number of assumptions made by each respondent and the overall result. The erroneous memorization and reproduction of vocabulary is due to phonetic interference and mechanical transfer of the principles of spelling. The low rate of vocabulary expansion is explained by the extensive synonymy of the Russian language, on the one hand, and the undeveloped lexical system of the Lao language, on the other hand. Various problems with syntax are based on the discrepancy between the fixed word order of the Lao sentence and the free word order in the Russian one, which leads to an incorrect interpretation of the subject-object relations. This results in the “intonational” articulation in oral speech and incorrect graphic articulation in writing. As a result, the totality of the above reasons leads to communication failures. The authors formulated a set of guidelines for increasing the effectiveness of training for Laotians, taking into account the complex of the causes found. 402 | The article poses the problem of foreign text information interpretation teaching by students of non-linguistic specialties in the conditions of written communication. This problem is actualized by the need of the society in professionally “mobile” and competitive specialists able to understand and process foreign language information. The author illustrated the written interpretation teaching by the example of the original texts on the topic “Public Health in Germany” to acquaint students with the peculiarities of this system. The author has developed new methods of written interpretation teaching: denotatum maps, the original text and the text-abstract comparative characteristics composing, highlighting communication blocks and thematic chains, the distribution of key points for the main components, text editing. The article presents the results of research on teaching written interpretation of the original foreign-language text of first-year students of Institute of Power Engineering of Tomsk polytechnic university. New methods for written interpretation teaching and their efficiency have been proved experimentally. The author analysed students’ works on quantitative and qualitative criteria. To ensure a comprehensive approach to the realization of a person-oriented education of police staff, it is necessary to create a scientific and methodological platform for the formation of step-by-step vocational training, which enables the formation, development and improvement of professional readiness, professional education, professional culture. In order for professional police education to successfully fulfill its forecast functions, its structure, organization, content and methods of implementation should be perspective-oriented, which is possible only with the scientific provision of the educational process. In this sense, the experience of professional training of police staff in the Federal Republic of Germany as an established system of continuous professional police education based on a scientific basis is of interest. 406 | The need for young people to develop attitudes toward public trust, harmony, and cultural dialogue is a priority for ensuring the consolidation of various sectors of civil society. The article examines the essence and interrelation of the concepts of trust, consent, multicultural education. It is proved that these are not abstract, but quite real and multifaceted categories that are not directly economic and social, but psychologically influence the social and economic realities of society. The role of national values, as a set of spiritual ideals of representatives of ethnic communities, is shown in the formation of public trust and consent among young people. It is established that universal values, the importance of which can neither be belittled nor exaggerated, can only specify a context that must be filled with a certain content stemming from the dialectics of interrelation with traditional Russian spiritual values. 409 | Currently, the urgency of the problem of socialization of children with special educational needs in an inclusive education is becoming extremely important. In education organizations, the number of children with disabilities significantly increases, who have a decrease in the communicative-cognitive need for communication, persistent violations of all parts of the communicative act, which creates significant barriers to interpersonal interaction. In the educational practice of children with special educational needs, the key concept is their successful social adaptation, which is the inclusion of the individual in society, as a result of which the individual’s self-awareness and role behavior, the ability to self-service and interact with others are formed. And only in the process of social adaptation does an individual become a person who possesses the necessary life competencies for a full-fledged existence in society. The article presents the results of a theoretical study of the problems of social and communicative development, the possibilities of communicative activity of children with mild mental retardation. The example under consideration is the research of managing the cooperation between public adult associations and traditional educational institutions. The methodology of pilot studies is closely connected with the concept of the study and its theoretical framework. The purpose of the article is to consider ways of using pilot projects (pilot stages in research, pilot online surveys) in the research of managing the cooperation between public adult associations and traditional educational institutions. Research methods included various types of theoretical analysis, interpretation, experimental and diagnostic methods of collecting and processing empirical data. Authors of the article base their research on the concept of cooperation in social philosophy as a basic category of modern theoretical thinking, which explores the notions of simultaneity and bi-directionality – two essential characteristics of the mutual influence of interrelated objects aspiring to achieve a common goal. Pedagogical theory treats cooperation as one of the factors that can increase the efficiency of the upbringing and the socialization process of an individual. The educational potential of public adult associations and ways of using it are viewed in the context of the theory of civil society development. This theory takes into account such important aspects as managing this cooperation, organizing the research of this socio-cultural phenomenon, determining its content, characteristics, forms, ways and effective cooperation models. Pilot projects play an important part in research of socio-cultural phenomena. While being essentially experimental, they assist in gathering empirical data, verifying hypotheses and planning various stages of the research. 412 | The article reflects the role of the modern teacher of higher education in the development of the creative potential of students’ personality in the process of their professional training. The reconstruction of activity of the modern teacher actualized by the change of students’ training principles is investigated. The aspects of creative potential development of students’ personality are considered, pedagogical conditions of its formation, formation of the creative environment, inducements of reflexive activity, dialogization of educational process are allocated. A survey of students of Altai State Technical University and Altai Economics and Law Institute was conducted. The results of the studyof the teacher’s role in the creative potential development of the individual students in the learning process are presented. These questionnaires allowed the author to conclude that the type of educational institution does not affect the role of the teacher in the development of the individual students’ creative potential, there are significant reserves for the development of creative qualities of the individual student associated with the pedagogical conditions of education, upbringing and personality of the teacher. About two-thirds of students can be “woken up” for creativity if necessary preconditions are created for it: democratization of process of training, granting the right of the choice of subjects for studying, increase of specific weight of discussion and game types of occupations, target selection of the teachers possessing creative qualities. Following the view of the difference of feelings and emotions as relatively independent entities of the emotional sphere, it is necessary to distinguish them in several aspects. The aim is to clarify the idea of aesthetic feelings in the light of studies of the emotional sphere in pedagogical psychology, the task is to determine their social role in the structure of the aesthetic consciousness of the individual on specific musical examples of symphonic music. 416 | The article deals with the question of the development of autonomy among younger students in the context of solving the problems of modern school. The authors present a system of educational activities for monitoring and evaluation of younger students. They draw attention to the fact that modern education takes a landmark on the formation of a successful and self-developing personality with its own point of view and ability to learn. Therefore, the preparation of first-grade students for further self-improvement and application of their knowledge is one of the main tasks of a modern elementary school. In this regard, it is of great importance that children master the skills of monitoring and evaluation that underlie self-regulation and self-organization. The emergence of learning activities of monitoring and evaluation in the activities of students means that the structure of the exercise is filled with all components of learning activities and a synthesis of ways to solve practical problems and implement learning activities into a holistic education, which provides what is commonly called the ability to learn. At the same time, taking into account the results of scientific research on this issue, as well as based on modern requirements for educational attitudes in the implementation of educational programs, the development of these competencies is possible within educational activities through the systematic formation of monitoring and evaluation educational actions. Forming and using educational activities of monitoring and evaluation in educational activities, we form reflexive thinking (reflexive self-esteem), the ability for conscious choice and formative evaluation. 417 | The notions “urban environment”, “urban object”, “urban resource” are traditionally discussed by such sciences as urban studies, economics, sociology and others, but the development of new directions in education also includes them in pedagogical research, in particular in the field of educational urban studies. There is a need to identify opportunities to consider these concepts in terms of their educational potential and to determine their place in modern education. To do this, let us review the sources and formulate approaches to the definition of key terms of educational urban studies. The concept “environment” is usually defined in two ways – as a set of physical conditions and as a human environment. Interpreting this approach in an educational context, the second meaning can be interpreted as a set of citizens’ activity practices, including educational ones. The urban educational environment is a system of three levels: macro-level, mesolevel and micro-level. The meso- and micro-levels are the most interesting for the study of educational potential. In urban planning, urban objects as elements of the urban environment are classified by function, affiliation, and operator. These features determine the programmability of the object in terms of its educational potential for citizens. An urban object becomes educational only if a citizen endows it with educational value, using it for their formal, non-formal, and informal educational practices. Educational resourcefulness is determined not only by resources of the object itself, but also by resources of a person using it. Educators possessing the competences of an urban teacher can become guides to discovering educational resourcefulness of a city and organizers of urban educational practices. The notions of an urban educational object, which becomes such when a city resident uses its educational potential, and the urban educational practice as a formula connecting an urban object, educational needs of a city resident, methods of using the educational potential of an urban object and direct educational activity in the interaction with the object were defined. Based on these formulations, we can begin to develop approaches to the inclusion of urban environment in the educational process, including an assessment of the educational potential of the urban environment. 423 | The article discusses the development of the text activity of the learners. The provisions of the pedagogy of the school of joint activity, theory of design of educational metaspace form the theoretical basis of the study. The conduct and description of the experiment involved the use of methods and techniques of humanitarian research. Examples of the development of textual activity are shown as part of literature lessons on the work of M. Bulgakov “Master and Margarita”, as well as in the framework of the educational project “Debates”. Debates create the culture of group work, develop skills of self-presentation, empathy and tolerance, skills of evaluation. A film by P. Weir “Dead poets Society” became the material for discussion. Each student was able to participate in the project, to express himself, to develop his communicative competence. The following conclusions are the results of the study. For the last ten years in the pedagogical discourse computational thinking began to be regarded as a special organization of cognitive processes that allows to analyze and resolve problems with an orientation to formulate them in such a way that solutions can be represented as a sequence of steps or algorithms that will be implemented with the help of computers. Computational thinking pretends to the status of a new cognitive skill of the information society of the 21st century. For the university ITstudents a well-developed computational thinking is the key to a future successful career. The potential possibilities and organization of the practice of solving physics learning tasks are considered in the context of formation computational thinking of the university IT-students. The analysis is carried out for organization the process of solving physics learning tasks, focused on the development of such components of computational thinking as abstraction, decomposition, algorithmization and generalization. Abstraction is an important component of physics and is associated with the process of solving problems. Students deal with idealized conceptual models of real objects and processes in solving problems. In solving physical problems, decomposition is associated with a speculative breakdown of the material systems under consideration into components, and the analyzed processes into stages. Generalization is used in the transition from individual learning tasks of various contents to their identification. It is an important stage for understanding the general meaning in different initial content. Algorithmization is present in solving physical problems as a sequence of actions. 427 | The need to identify and understand the pedagogical potential of literary excursions is based on the need to form the scope of competence for future teachers which is aimed at using the environment as an educational space. It is necessary to distinguish the pedagogical potential of each excursion object on the basis of its functional characteristics. The suggested object classification of literary excursions, the criterion of which is the object personification forming the excursion content, allows dividing these objects into three groups: lifetime, afterlife and artificial objects. It is suggested to create a complex of literary excursions following functional characteristics of these objects (lifetime – authenticity, afterlife – memorialization, artificial – leisure). This complex approach allows to study the life and work of writers plunging first into biographical materials (lifetime objects: houses, apartments, estate museums, reserve museums), then into the aesthetics of memorial monuments and necropolises (afterlife objects) and, finally, into getting to know recreated fantasies (artificial objects: open-air theme parks, museums). 428 | One of the urgent tasks identified in the federal state educational standard of secondary special education is the study of the possibilities of secondary vocational schools in development of musical culture among future teachers of pre-school educational organizations. Materials of studying of levels of proficiency of future teachers of the preschool educational organizations are provided. According to the results of the diagnosis, the predominance of a low level of musical culture among the majority of students was recorded. The existing and established pedagogical conditions that envision the enrichment of the content of musical education with elements of classical music have changed significantly. The advantages of studying the creative manifestations of subjects (children of primary school age) in a free situation typical for the natural real creative process are substantiated. The parameters of free situation, singled out and used in the experimental study, and the factors that stimulate the creative manifestations of children, such as the representation of the example of creative behavior of a significant adult, emotional and creative contact of the adult with children, etc., allowed us to establish that the types of creative reactions of children to the example of creative behavior of an adult can be either immediate or delayed, with the delayed manifestations of creative abilities being the predominant ones. This allowed us to identify the phenomenon of delayed creative manifestations, which is associated with the incubation period both in relation to the creative process (during the realization of the creative intention – the fruition and maturation of the creative idea), and with respect to the formation of creative abilities resulting from the accumulation of new personal experience. This experience is connected, in our opinion, with the opportunity for subjects (children) to manifest creative behavior, encouraged by the teacher (significant adult) who demonstrated himself the example of creativity to schoolkids. In the process of approbation of the module positive effects emerged among all of the participants. In the process of teaching there was organized partnership between colleagues due to the shared goals. The article deals with the specifics of the students of the excursion, the peculiarities of the reaction to religious culture, the nature of the knowledge gained, their influence on the formation of a professional teacher. On the basis of the experience of conducting excursions, the changes in the perception of religious culture that occur in the listeners are analyzed. It is stated that after excursions religious culture does not cause rejection, interest is shown in religion as an element of the spiritual sphere of society. Of particular importance is the tour for undergraduates who are teachers. In the course of visiting excursions, undergraduates acquire new knowledge that allows them to better understand the processes of ethnoconfessional interaction in the city of Tomsk, and learn to organize such excursions, which is especially important for practicing teachers. This framework is based on the specific features of digital nomadism as a socio-cultural phenomenon and the ontology of the network society. The article describes the milestones in the history of the “new nomadism” from the 1960s to the present, with a focus on the research of M. McLuhan, G. Deleuze, F. Guattari, J. Attali, T. Makimoto, D. Manners, W. J. Mitchell, J.W. Moravec et al, S. Lusmägi. The paper presents the factors that preconditioned occurrence, development, and globalization of a new type of nomadism, essential characteristics of new nomads, and their classification: digital (or electronic), knowledge nomads (knowmads), and students as nomads. The paper contains examples of the existing practice of nomadic education and proposes its prospects. The general principles, methods, and formats of “nomadic” education have been determined. 438 | The main results of scientific research within the framework of the DAAD program «Research Stay for University Academics and Scientists» at the Institute of Meteorology and Climate Research of the Karlsruhe Institute of Technology (Germany) are presented. Cloud-toground lightning destroy buildings, turn off power lines, disable expensive equipment, and also injure people and even kill people. Lightning activity has a spatial and temporal inhomogeneity. The studies were devoted to the analysis of the causes of the inhomogeneity spatial distribution of thunderstorm activity over the territory of Central Europe for the period 2001-2014. Conclusions are drawn about the influence of not only the characteristics of the state of the atmosphere, including favorable synoptic conditions, on the spatial inhomogeneity of thunderstorm activity, but also the influence of the underlying surface, in particular of different types of landscapes (city, forest, field, lakes, etc.). The results obtained can be used to indirectly estimate the spatial distribution of thunderstorm activity characteristics over areas not equipped with lightning detection systems. In addition, the specifics of the teaching of meteorological disciplines at the Institute of Meteorology and Climate Research of the Karlsruhe Institute of Technology have been studied. To solve this task one should create conditions for developing students’ capacity for self-identity and personal fulfillment, self-education and self-consistency. The concept of “propaedeutics” has been briefly characterized and clarified. The functions of propedeutics of the formation of professional competencies are determined. The study of mathematics by students of technical specialties should not only give intellectual development, but also carry a propaedeutic function for further education and the formation of professional competencies. The study and analysis of the pedagogical and methodical literature shows that the propaedeutic, integrative approach in professional training allows us to find a common platform of subject knowledge for the formation of common and professional competencies in students. Even such techniques of Creative writing as Automatic writing and Free Writing do not motivate some students to write creative texts. We see the solution to this methodology problem in employing visual materials. We organized a questionnaire for third- and fourthyear Linguistics students of the Humanitarian Department at Novosibirsk State Technical University. According to the questionnaire 54 % respondents need visual materials for writing creative texts. 447 | To date, there is a shortage of highly qualified personnel capable of carrying out their activities in the field of hydropedagogy of children with disabilities. Hydropedagogy is an integral part of pedagogy, including the upbringing and training of a person in the conditions of the aquatic environment and the means of the aquatic environment. High demands are placed on future hydraulic teachers. Hydropedagog must perfectly master the technique of sports and applied model of swimming, as well as a number of specific motor skills and abilities. There is a need to develop a methodology for professional training of bachelors, which will contribute to the formation of key and necessary competencies and skills. As a result of the study, a methodology was developed for the formation of professional motional competencies and skills of bachelor-hydropedagog teachers. The developed methodology of hydro-pedagogical vocational training includes a detailed description of 32 lessons on the following components: means; content; dosage; model and guidelines. To assess the formation of the necessary professional motor competencies and skills of bachelor-pedagogues, we developed a map of motor competencies and skills of the bachelorpedagogue, which allows to determine their levels of professional preparedness. The map of motor competencies and skills of the bachelor-hydraulic teacher includes 18 key competencies, skills and tests. 448 | This article discusses the main areas of prevention of family distress and social orphanhood of children in the Amur region, and also analyzed the results of the implementation of the state social program for the prevention of family distress and social orphanhood of children in the Amur region for 2015–2017 The Way Home. The authors paid special attention to the issues of prevention of deprivation of parental rights and refusals of children at birth, reduction of the proportion of orphans and children left without parental care; an increase in the number of orphans and children left without parental care, placed in families for upbringing; an increase in the proportion of citizens who have adopted a child for upbringing in a family. The family is the most important social institution in the development of each individual, which is the main step in the socialization and development of a person. Children in the family acquire the skills and abilities of communication, mutual understanding, form the communicative component of the personality. It is in the family that moral character of the future person is laid. As a result of the study, a conclusion was drawn on the effective implementation of the program’s measures, which made it possible to build effective preventive work with families, based on socio-economic, legal, organizational, educational, psychological and pedagogical interventions. 449 | The article deals with the problem of teaching professional foreign language to nonlinguistic students as there are not enough listening and video materials for the main textbooks. It highlights the importance of audition and developing listening skills as the basis for speaking activities and abilities for professional communication in the future. The article emphasizes difficulties in choosing authentic audio and video materials such as time consumption, curriculum relevance, significance and authenticity; it gives an overview of modern Internet resources available for everyone. As a result, it suggests using video materials TED (Technology Entertainment Design) which feature lectures and animated lessons on different subjects. For students with a high level of English it is recommended to use TED Talks as an extensive listening resource, for low-level students TED-Ed is appropriate, as video lessons are animated, short and easy to understand. All video materials TED are available online to the public, supplied with free transcripts in English, and subtitles which is also important to develop interest, motivation and commitment to studying. The article demonstrates the examples of video lessons TED for non-linguistic students of different specialties (technical, humanitarian); it describes stages of working on developing listening skills, necessary conditions, and types of exercises, which prove their effectiveness in audition. 450 | Readiness for health preservation activities is defined as a personal and professional potential of the specialist who create the prerequisites for the successful implementation of professional features in terms of health preservation. Health saving competence is considered as effective orientation in task situations related to conservation (restoration) of physical, mental and social health of the client, successful experience of their solving, and perception as a means of self-fulfillment, as a factor of continuous professional self-development. Health culture of a specialist in social science is thought of as an integrative professionally significant quality, based on a certain ideology and everyday practices of health maintenance, the ability to create cultural values of health in the process of individual life activities, provide thereby their continuous personal and professional development and the optimal action in regard to the clients’ health and well-being. Considering the essence, structure and content we make a conclusion about the complementarity of the above-noted concepts and the appropriateness of their simultaneous use in the formulation of integrative goals and projected results of the professional training.
